Campbell's narrative touches on two areas of unique interest. First, in the years following the mutiny, his policies of pacification illustrated a realism in short supply at a time of raging passions. Second, as Lieutenant Governor of Bengal, Campbell executed a personal programme based on liberal principles from which emerged the protection of peasant land ownership, civilian control of police, the preservation of indigenous village institutions, and government initiatives in the control of famine" (Riddick).
