First edition. The work is split into two treatises. The first, written in February 1719, proposes a method for discharging the national debt by re-assigning the debt to the Bank of England, South-Sea Company, Royal African Company, East India Company and other companies, in return for new trading privileges. The latter section of this treatise veers into a proposal for the union of Ireland and Great Britain, alongside developing the island and liberalising its trade, suggesting this will triple tax revenue from the country and aid in paying off the debt. The second treatise was written after the collapse of the South-Sea company, and proposes to Robert Walpole a scheme for reimbursing the original purchasers of South-Sea stock. The work is scarce in commerce, last recorded at auction in 1988.

Condition

A couple of inked crosses in margins. A few blemishes to contents, a few pages lightly creased, else a very good copy.
