First edition of Wilson's first book, his doctoral dissertation. "Congressional Government would be the best book that Wilson ever wrote. Some people thought that this first book by an unknown twenty-eight-year-old was the feat of a prodigy, but it was not. Wilson had been working on this subject for more than five years, and he had found his voice and viewpoint in ways that he had not been able to do before" (Cooper, Woodrow Wilson, p. 48). Wilson is strongly critical of many aspects of the American Congressional system, and makes frequent negative comparisons to Westminster. The positive reception that the book received was a factor in Wilson being appointed professor at Princeton in 1890.
