First edition. The Papers contain early indications of a train of thought which was eventually to lead to Bentham's great Constitutional Code and which was to occupy him for the rest of his life. They consist mainly of letters from Bentham, written from 1811 to 1815, offering his own services as a codifier, especially to America and Russia.

Two works in one volume, octavo (213 x 127 mm). Contemporary blue straight grained morocco, gilt double-rule border to covers, neatly rebacked, red morocco labels, marbled endpapers and edges.
