Pigou was a staunch freetrader, and "he was at that stage of his career prepared to appear on public platforms where his considerable powers of oratory were put to good effect. A pamphlet, The Riddle of the Tariff, appeared in 1903. A more technical treatment, leaning heavily on the standard Mashallian apparatus and coming out strongly against the policy of Imperial preference, appeared in 1906 on Protective and Preferential Import Duties" (The New Palgrave 3, pp. 876-877).
