White (1853-1918) was a British political officer, residing in the Himalayas for a little over two decades. He initially served as Executive Engineer with the Indian Public Works Department, passing out of Cooper's Hill (the Royal Indian Engineering College) in 1876, before joining the political branch of the Tibet Mission; in 1904 he was made CIE (companion of the Order of the Indian Empire). "He was promoted to the post of political officer in charge of Sikkim in 1889 and of Bhutan in 1905. His photographic albums Sikkim (1902) and Tibet and Lhasa (1908), which contain some of the most amazing images of Tibet and the Himalayas, were published by Johnston and Hoffmann and are held by the India Office Library. Some of them, primarily portraits and groups of people, are also kept at the Royal Geographical Society" (Dollfuss, p. 104).
