First edition, first printing, inscribed by the 31st President on the front free endpaper "To James H Douglas Jr With the kind Regards of Herbert Hoover".

James Henderson Douglas Jr. (1899-1988) was appointed Assistant Secretary of the Treasury by Hoover towards the end of his administration, and continued in the role under Franklin Roosevelt for a year, until his opposition to Roosevelt's monetary policies led to his resignation. He founded the Citizens Committee on Monetary Policy to oppose Roosevelt's financial program. Later under the Eisenhower administration, he served as Deputy Secretary of Defense and as Secretary of the Air Force, a role in which he developed Strategic Air Command. Eisenhower awarded him the Presidential Medal of Freedom in 1961.

Douglas's opposition to Roosevelt's policies make this a particularly appropriate book. In The Challenge to Liberty, Hoover argues that the increasing bureaucracy, regimentation and centralization of power ongoing in America under Roosevelt (to whom he lost the 1932 election) was threatening American liberty. Hoover makes the case for liberty in the classical sense, opposes an increase in state power, and rejects the ascendant philosophies of socialism, fascism and communism.
