Fleury argues for criminality being physiological, rather than conditioned, and proposes eugenics, segregation, and wider (though more humane) capital punishment. Originally published in French in 1898.

Spine ends bumped, light cockling to cloth, rear hinge a little tender, sometimes openly a little roughly at head, separation between some gatherings, 6 cm closed tear to pp. 99/100. A good copy.
