It was a system of interdependent individuals, whose free individuality was essential to the health of the whole, yet who could also develop rational and collective aims embodied in an impartial, benevolent, and democratically accountable state. These ideas of Hobson were central to the formulation of the new liberal ideology" (ibid). The book gather various articles Hobson had contributed to journals over the previous years, and defends reforming the Lords, introducing the referendum into British democracy, and increasing social welfare policy.
