Attempting to analyse "the actions of the legislature, and the state of public opinion with reference to the conflict of labour and capital and the regulation of industry" (from the preface), Jevons upholds laissez-faire principles, while displaying "his continuing adherence to Benthamite utilitarianism as a touchstone in such questions" (ODNB).
The book was published as part of Macmillan's series of similar books on such economic and political questions, The English Citizen: His Rights and Responsibilities.
